As of the 1st of August 2020, all the activities of the Information Technology Foundation for Education were transferred to a new state authority called the Education and Youth Board (Haridus- ja Noorteamet). The new board is directly subordinate to the Ministry of Education and Research.

As of 1 August 2020, all of the rights and obligations (including
contracts) related to the activities of HITSA transfer to the Education and
Youth Authority without changes. As of
that date, the Education and Youth Authority will process the personal data
related to the rights and obligations of HITSA.
On 27 July 2020, the Republic of Estonia via the Education and Youth Authority established in the area of administration of the Ministry of Education and Research and the Information Technology Foundation for Education (HITSA) concluded a contract for the transfer of enterprise under which as of 1 August 2020 all the activities of HITSA will transfer to the Education and Youth Authority.
It is part of the Estonian state reform, which brings the activities in the field of education and youth in a single governmental authority in the field of administration of the Ministry of Education and Research. The activities are transferred and continue without substantive changes. The transfer is governed by legal rules regulating the transfer of an enterprise (Law of Obligations Act §§ 180-185).
HITSA will perform the contractual payment obligations assumed before 1 August 2020. In the case of a contract fee payment obligation arising as of 1 August 2020, the invoice will be paid by the Education and Youth Authority (invoices should be sent to harno@arved.ee).
Contractual payment obligations owed to HITSA before the transfer of the enterprise on 1 August 2020 should be paid to HITSA on the basis of the invoice issued by HITSA. In the case of contractual obligations arising after the said date, the issuer and beneficiary of the invoice is the Education and Youth Authority.
